Message the intensity of xenon bulbs is much more than halogen and the amount of light energy they provide is counterproductive.

Fog and low lying mist have a tendency to reflect light back to the source, which is why experts always advise never to use high beams in fog.

The proper lighting system for use in fog is a yellow tinted light, with relatively low powered light source, aimed low down onto the roadway immediately in front of the vehicle. You need enough light to project ahead through the mist, but not so much as to light up the whole wall of fog in front of you. The halogen bulb is much better suited for this task. Xenons generally make too much light to properly function as fog lights.

Many people view their fog lights as auxillary driving lights; which is why they want to add wattage and step up to HID. But as Bernie noted: a.) Xenon lamps are counterproductive as fog lights; b.) In foglight housings they do not functional properly as a driving light; and c.) When adjusted to shine on the roadway, xenon bulbs can blind on-coming drivers.
